A unitary state is a state or country that is governed constitutionally as one single unit, with one constitutionally created legislature. The political power of government in such states may well be transferred to lower levels, to regionally or locally elected assemblies, governors and mayors ("devolved government"), but the central government retains the principal right to recall such delegated power.

The National Assembly is comprised of elected officals from the states they represent. The number of representatives are based on size of population of each state not to exceed three per state.
(1) The legislative power is vested in the National Assembly.
(2) The Members of the National Assembly are residents publicly elected by the People. Each region elects among its residents in proportion to its share of citizens eligible to vote. Their office ends after a five-year term or when they lose their electoral rights.
(3) Everyone eligible to vote has recourse to the Supreme Court for scrutiny of the elections.
(4) The national Assembly draws up its own rules of procedures and elects an Assembly Speaker.
(5) Decisions of the National Assembly require a 2/3 (two-thirds) majority vote unless this Constitution provides otherwise.

The Charter of the United Nations, article 1 of the International Covenant on Civil and Political Rights recognizes that all peoples have the right of self-determination. This is important because its realization is an essential condition for the effective guarantee and observance of individual human rights and for the promotion and strengthening of those rights.
